GAIN and UNICEF received funding from the Bill and Melinda Gates Foundation in 2008 to contribute to global efforts to eliminate iodine deficiency through salt iodization in 13 countries with the lowest coverage of iodized salt and the greatest burden of iodine deficiency. These 13 countries are Bangladesh, China, Egypt, Ethiopia, Ghana, India, Indonesia, Niger, Pakistan, Philippines, Russia, Senegal and Ukraine. The project aims to reach 90 percent of the population in these nations with iodized salt by early 2015. This represents more than 700 million people not yet covered by worldwide salt iodization programs, including more than 19 million newborn infants every year.
The Consultant in the role of Universal Salt Iodization (USI) Associate for Senegal and Niger will lead on strategy implementation in said countries and liaise regularly with relevant government agencies and partners (e.g. UNICEF and Micronutrient Initiative).
Key Responsibilities
- Manage the implementation of overall strategy, and specifically the supply and M&E components of the USI Partnership Project Strategy for Senegal and Niger; adapt the USI Partnership Project Strategy for both Senegal and Niger as necessary;
- Identify innovative mechanisms to ensure that the project reaches its goals in Senegal and Niger;
- Identify risks and time, resource or budget constraint and conceptualize options for GAIN management to consider in order to mitigate these;
- Represent GAIN at meetings and conferences in Senegal and Niger as required;
- Liaise with various Government Agencies and Officials, including the Health Department on various aspects of the USI Partnership Project;
- Establish and maintain regular contact with the salt merchants association and other trade bodies;
- Assist GAIN in reporting to donors including preparing and ensuring timely submission of implementation, progress and financial reports to the Geneva-based GAIN USI Manager;
- Facilitate grouping of small scale producers to improve their marketing power;
- Review and update data and information on salt producers (category-wise);
- Coordinate, with support from GAIN HQ, all field activities in regard to supporting GAIN’s Quality Assurance and Quality Control work in Senegal and Niger. This includes:
- Collect information on the quantity of salt produced, quantity iodized, rail and road movement of salt, and other relevant information;
- Work with the salt producers to ensure that salt is adequately iodized (by improving and maintaining iodization process and good manufacturing practices);
- Facilitate hands-on training for small producers on methods of iodization, quality control at production sites and on maintenance of iodization plants;
- Identify relevant external enforcement institutions and technical agencies in Senegal and Niger key representatives at these institutions;
- Identify USI/IDD coalitions, salt associations, and major producers which should be part of this effort (particularly those that should provide feedback on the QA/QC manual and training modules
- Collect and send to GAIN HQ all relevant legislation, technical regulations, salt standards and current QA/QC manuals for Senegal and Niger;
- Deliver a formal letter to enforcement agencies and other relevant stakeholders (private sector) about forthcoming QA/QC assistance. This will include a formal introduction of selected QA/QC contractor and sub-contractor to government agencies. (GAIN HQ will help draft this letter);
- Set-up one meeting with the regulatory agencies during the first quarter of 2012 to discuss current needs and become familiar with country needs and context;
- Identify trainers of trainers for training in new QA/QC training modules
